Penny has a Bachelor of Science degree from Florida State University (cum laude), Golden Key National Honor Society. After working for the State of Florida for 15 years, she became certified in the Leon, Pinellas and Dade County school systems and also held positions in the county school advisory councils, parent/teacher associations locally, countywide and statewide. She participated in women's clubs and organizations in Florida as well as in Texas.
